In response to the meeting, the Commission authorized amendments to Tariffs Nos. 14 and 15 covering Barbours Cut Terminal and Bayport Container Terminal – as suggested by staff. Starting December 1, 2022, an import dwell fee will be in effect while an additional optional excessive dwelling fee has been approved too.
With the introduction of this new fee structure, we hope to combat the problem of lingering loaded import containers. It will be charged directly to Beneficial Cargo Owners (BCOs) on the eighth day after their free time expires and is designed as an incentive for cargo movement. Guenther revealed that the Port Houston staff looked at a variety of solutions to enhance its cargo movement, including studying practices from other U.S. ports that have already been successful in improving freight fluidity. After examining all their options, it was deemed practical for them to incentivize BCOs or third-party operators to take on the responsibility of clearing containers off terminal sites and reducing dwell times.
